The Elder Scrolls IV: Oblivion; Dragon Shrine Quest?

After getting all the way to the alter and being asked (forced) to kill this guy, do I have to set him free in order to get the book? Or can I still kill him?

I’m going to assume that you mean the DAGON shrine and you’ve been asked to kill Jeeluis, the Argonian. The first mistake you made was joining the mythic dawn, soon you’ll be stuck fighting without any equipment. But if you must know, you have three choices here; grab the book, kill Harwen for your stuff, and haul ass home. You can wake Jeelius up so he can run to the Temple of the One, for training later on. Lastly, and recommended, you can grab the dagger off of the table, kill Jeelius, wait a few hours, kill Harwen, and then grab the book. So essentially, Jeelius doesn’t have to be killed, but I strongly recommend it!

Nah - you don’t have to free him. You can do whatever you want at this point - the book should be on the altar. Just be prepared for a difficult fight whatever you do.
