My family settings are turned off, my windows live ID thinks I’m 25, I’ve gone through initial setup and all the menus and still whenever I try to download any M-rated game demo, it says "this account is not permitted to download content with this rating" what the heck?
You can’t have a child account. If, when you made an account, it was a child registered one, it will not let you download M-rated material until your 17. You can get around this if make a new account with the age above 17, get silver-live, and download what you want from there. Then you copy it to your other account and you’ll have it. Hope I helped.

if you set your windows live id origially below 18 amd chabged it, they do not give you permission to download m rated content, there is no way to get your age changed and you have to wait untill you are 18 srry

If you created the account and your Live ID said you were under 18, Xbox Live will remember the old age and won’t let you download anything until you’ve turned 18. Family settings and changing the birthday on the Live ID won’t change this.
You’d need to create a new gamertag with an age over 18 to get M-rated DLC.
